If you're playing with an unlocked research menu and find yourself needing this material earlier than the game would typically introduce it, keep in mind that you must unlock the second region of Vermillius Gap before you can craft silicone blocks.
How to get silicone blocks in Dune: Awakening
You can craft silicone blocks in a chemical refinery using 50 water and five flour sand. The Small Chemical Refinery becomes available relatively early, requiring 45 copper to construct it using the construction tool. Once built, you'll need to gather the necessary raw materials to produce silicone blocks.
There are many different methods to obtain water in Dune: Awakening, from using a dew reaper on primroses to purifying blood. Regardless of your chosen method, you'll need to store water in either a literjon or cistern before using it in crafting. Remember that the bar at the bottom left of your HUD represents your hydration level, not the actual amount of water you've stored.
